On September 23, 2026, the City of Southlake updated its North Carroll Avenue project page to say construction is substantially complete. What remains is a short list: internally lit street-name signs, signal backplates and relocated radar detection at the SH 114 frontage roads. Seven days later, the city's West Continental Boulevard page announced utility work starting October 5 at South Peytonville Avenue. That work opens a phase scheduled to run until spring 2028.
Both projects look slow from the driver's seat, and the city's own monthly logs show that the slow stretches have little to do with paving. On both corridors, crews finished their pieces quickly once they had a clear site. The months and years went to franchise utilities, TxDOT approvals, right-of-way and signal parts on back order. That pattern explains the 2028 date at Peytonville better than the size of the roundabout does.
North Carroll Spent Four Months Waiting on Parts
The North Carroll Avenue Mobility Improvements cover the stretch from Main Street to the SH 114 frontage roads. Construction at the Main Street intersection started July 7, 2025. The median adjustments were done in early August and the pavement markings by mid-August. The city's August entry reports the left turn onto Main Street as open, about six weeks after work began. The left-turn entrance to Carroll Pointe Shopping Center opened in September 2025.
Then the contractor packed up and left. The city's September 2025 entry says work was "temporarily suspended until long-lead signal materials are delivered." The project stayed idle through October, November and December. Construction picked up again on January 5, 2026.
After the restart, things moved quickly again. In February a new traffic signal went up at Lake Wood Drive and the new northbound left turn was poured. By March the city put the project at 95% complete, and by April it called construction substantially complete. The Lake Wood signal had a backstory of its own. At a November 4, 2025 work session, during the parts delay, staff gave City Council four design options for that intersection. One was a signal, estimated at $775,000, plus $75,000 to move the Landmark Office Building driveway, and it required coordination with TxDOT. Community Impact reported that council made no decision that night.
Everything since April has been hardware at the SH 114 intersections, where TxDOT has a stake. On June 3, the signal cabinet at the eastbound frontage road was swapped for a new one furnished by TxDOT, and the intersection ran as a flashing-red four-way stop while the work was done. July brought two new pedestrian poles to carry radar detection. September brought the lighted signs.
The city's FAQ originally projected a 14-month project. Counting from the July 2025 start, that would have meant about September 2026. A June 2026 Community Impact roundup forecast summer 2026. The city now says fall 2026. That slip of about a season matches the stretch the contractor spent waiting for equipment.
The longer timeline started well before any of that. The city first flagged safety concerns at Lake Wood and North Carroll in 2015. TxDOT coordination on the dual left turns onto SH 114 began in 2019, and TxDOT approved them in 2020. The project went out to bid in March 2025. That makes roughly ten years from the first concern to the first lane closure.
West Continental's Clock Started in 2017
The West Continental Boulevard Intersection Improvements run from Davis Boulevard to South Peytonville Avenue. The project costs $15.3 million and is partly funded by the Tarrant County 2021 Transportation Bond Program. Most of its history happened on paper.
| Year | Milestone on the city's project timeline |
|---|---|
| 2017 | Conceptual design awarded to Kimley-Horn; TxDOT coordination begins |
| 2018 | Traffic impact analysis completed |
| 2019 | 60% design awarded |
| 2021 | Final design awarded; land acquisition begins |
| 2022 | Flood study, geotechnical report and land acquisition completed |
| 2023 | Tarrant County 2021 Transportation Bond funds awarded |
| 2025 | TxDOT permit approved; final plans complete |
Even with permits and plans finished, the start slipped. In August 2025 the city reported that construction was delayed by franchise utility relocations. Those are the private utility lines that have to move before the city's contractor can dig. Lane closures did not begin until November 3, 2025.
Right-of-way changed the design too. At a December 2021 council meeting, staff explained that the Peytonville roundabout's footprint had been moved south and west after a property owner declined to provide right-of-way. Staff said the shift avoided the need to acquire more property.
Once crews were on site, the work went fast. Phase 1 on Union Church Road reopened in March 2026. That phase added drainage, a rebuilt roadway and dedicated left- and right-turn lanes onto Davis. Phase 2 started east of Davis in April. By June, the new right turn from northbound Davis onto eastbound Continental was open. By July, all major traffic signal work was finished. Continental was expected to return to normal traffic on September 25, with two dedicated left-turn lanes from Continental onto Davis. My Southlake News described the project as running ahead of schedule.
Why Peytonville Gets the Longest Phase
Here is the schedule from the September 25, 2026 phase update:
- Phase 1, Union Church Road: completed, reopened March 2026
- Phase 2, Continental east of Davis: reopening to normal traffic September 25, 2026
- Phase 3, Peytonville roundabout: started October 2026, expected complete spring 2028
- Phase 4, repaving Continental between Phases 2 and 3: expected complete summer 2028
Phases 1 and 2 each took roughly half a year of active work. Phase 3 is scheduled for about 18 months. The city says Phase 3 combines the new single-lane roundabout with utility relocations and drainage improvements. Utility relocation is the same kind of work that held up the project's start in 2025. That is why the spring 2028 estimate is the date on this project most likely to move.
The city has already shifted some of the work around the school calendar. In July, crews started drainage work at Peytonville so the larger pieces could go in over summer break, and they finished that work in August. A June 2026 city notice said valves and culverts would go in before classes resumed, to reduce the traffic impact once school was back in session.
A May 2025 Community Impact report projected overall completion in fall 2028. The city's newer schedule moves that up to summer 2028 for the final repaving.
Driving Peytonville Until 2028
The city says the road stays open for all of Phase 3. Its guidance for drivers is short:
Drivers should use caution and allow extra time when traveling through the area, especially during school drop-off and pickup times.
The intersection sits near Carroll Elementary School. So the morning and afternoon school windows are when the work zone and the busiest traffic overlap. The city has not yet posted a detailed lane-shift plan for Phase 3. The project page has shown lane-closure maps for earlier months, so that is the place to look when the configuration changes.
Southlake drivers have handled new roundabouts before. A 2020 city inventory counted six: North White Chapel at Dove Road, Dove Road at Peytonville, Carroll at Dove, Carroll at Continental, South White Chapel at Continental, and North White Chapel at Highland. Four were single-lane and two were dual-lane. A roundabout at Zena Rucker Road and Tower Boulevard was set to become the seventh. The Peytonville design is single-lane, the simpler of the two types. The one roundabout with a documented adjustment period was the dual-lane circle at North White Chapel and Highland. In April 2020, after hearing concerns from residents, the city changed its pavement markings to help drivers pick the right lane and exit.
Where the Schedule Actually Gets Updated
Both projects post monthly progress logs at the end of each month. Those logs are where the parts delays and utility holdups showed up first, often before any news coverage.
- West Continental: the city's project StoryMap, with phase maps and lane-closure plans
- North Carroll: the city's corridor StoryMap, where the final signal work will be marked complete
- Short-notice closures: Orange Barrel Alerts on the city's Facebook page and at Connect Southlake
When the October update for West Continental posts at the end of the month, it will be the first entry written from inside Phase 3. It should also show whether the utility work that began October 5 is on pace.
Road schedules like these also come up in our client conversations, because a listing on a street with active construction calls for different timing and different showing routes.
